Bluestream awarded NOK 80,000 in næringsstøtte from Melhus kommune
The money is earmarked for the next phase of the Maintenance Development Toolbox: five linked steps that take a piece of equipment from a NORSOK Z-008 criticality class to a work instruction, plus an optional lookup against a library of generic maintenance concepts.
In a decision letter dated May 17th, 2026, Melhus kommune awarded Bluestream AS NOK 80,000 in næringsstøtte (business support) from the kommune's kraftfond, for further development of the project Bluestream applied with: a technology platform for analysing and structuring technical data in industrial maintenance systems. Bluestream builds that platform as the Maintenance Development Toolbox. The decision, case 17/26, was made under delegated authority and carries the assessment of the kommune's Næringsutvalg (Business Committee), which describes its support as “an expression of recognition of the project plans.”

The amount reflects the size of the fund, not the scale of the project. What the award does and does not show is set out under A small fund sets the size of the award.
A maintenance programme is only as good as the register under it
Maintenance programmes only work as well as the data underneath them. In practice, equipment is registered over time by different people, in different ways and across different categories.
The consequences are practical. It becomes hard to analyse an asset population, hard to deploy a standardised maintenance concept across it, and hard to link the right spare parts to the right equipment.
Five linked steps, and one optional lookup
The Toolbox works on that problem from the definition side, as drawn at the top of this page. It starts with a structured criticality classification anchored in NORSOK Z-008, then moves through FMECA, RCM, the Concept Builder and the work instruction. Each step feeds the next.
The GMC Matcher sits beside the chain. A user uploads an O&M document, gets back generic maintenance concept candidates ranked with a confidence score, and picks one. It is a lookup: it builds no failure modes and selects no strategy.
Bluestream plans to use the grant on three things on the Toolbox roadmap: stronger data structuring in the platform, a larger concept library, and deeper application to industrial operators. The decision letter does not list them: it grants the money for further development of the project. Work on that roadmap was already under way when the award was made, and the platform is live: open the Toolbox at bluestreamfl.com/toolbox.
The committee assessed competence and industry ties
The Næringsutvalg's assessment, as written in the decision letter, points to three things:
What the assessment points to
From the decision letter- Basis for its supportPractical experience combined with relevant academic and technological competence
- Also a strengthThe project is developed in cooperation with a partner company, named in the letter
- Noted with itAn international salmon-farming company has signalled interest in taking part
“The committee's support is an expression of recognition of the project plans.”
A small fund sets the size of the award
The assessment in the decision letter says the kommune's kraftfond and næringsfond are limited, and that support in line with the application was not possible. That is the first thing to know when reading the amount, and the rest follows from it.
What the award is, and is not
- It is recognition of plans, not of results.
- The decision letter's own words are about the project plans. They say nothing about results.
- The amount reflects the fund, not the project.
- The size of the award follows the size of the fund rather than the scale of the project.
- It is earmarked.
- The letter grants the money for further development of the project, which Bluestream builds as the Maintenance Development Toolbox. It is not general funding.
- It is paid against documented use, with a report.
- The grant is paid out on request, with documentation of how the money was used. The kommune expects that request, together with a short report on the company's development, within one year of the award, unless something else is agreed along the way. Under § 4 of the kraftfond statutes, the support also has to be declared in any application for further public funding within three years.
- It is not a technical review of the Toolbox.
- The points published from the assessment concern competence and industry ties. Nothing in them evaluates the Toolbox's methods or its output.
- The industry interest is interest, not a contract.
- The assessment notes that an international salmon-farming company has signalled interest in taking part. That is all it says: this article reports no customer agreement.
A municipal grant is not a technical review
A business committee weighs whether a local company's plans deserve support from a local fund. That is a different question from whether a criticality class is right, whether an FMECA is complete, or whether a work instruction can be followed at the machine. Those questions are answered by engineers using the Toolbox on their own equipment, and this award says nothing about them either way.
What the award does come with is a request to report back.
The short report the kommune expects within a year is where the plans have to show up as work done.

About the Maintenance Development Toolbox
The Toolbox is Bluestream's platform for structuring and analysing technical data in industrial maintenance systems. It is built as a chain of five tools, from criticality classification to work instruction, with the GMC Matcher as an optional lookup beside it. Read the Toolbox walkthrough or open the Toolbox.
